BTW, The IE4 "Organize Favorites" box is a bit misleading, It is really just a modified Explorer Window to allow for easy delete, move, rename (and adding folders). The order there is always alpha-numeric. Nothing you do in that box (or in a normal explorer window) will change the registry keys or the sort order.

I gave mine a name like PA2002AUG06 which stood for Pegasus Archive and the date the old folder was backed up. This new mailbox was added to the folder list with its own new mail folder. I selected the new mailbox and started adding folders to it that matched the folders in the original archived mailbox.

Outlook doesn't support adding folders to the Outlook Bar that way. You can only add folders that are visible in the Folder List hierarchy. You would need to add the user's mailbox to your profile first (assuming you have permission), through the properties for the Microsoft Exchange Server service.
